Early Monday Morning, March 21, Dr. Sara Morgan passed into the hands of God following a long illness. She passed peacefully, surrounded by her family and in the comfort of her home here in Carlisle, PA.
Dr. Sara Morgan was born and raised in Chattanooga, TN. Her parents were the late Lamar and Willie Jo Sterling Landrum.
She continuously sought higher level educational opportunities and graduated from Dillard University, New Orleans, Louisiana with a Bachelor’s Degree in Speech and Drama. She continued her education to attain a Master of Arts Degree in Human Relations in 1974 from the University of Oklahoma and later received a Ph.D. in Communications from the University of Oklahoma, Norman, Oklahoma in 1976. Concurrently, she began her Federal career in 1974, with the Civilian Personnel Office, Fort Sill, Oklahoma. Since then, Dr. Morgan served in a variety of positions with increasing responsibilities in Human Resource Management in the United States, the Pacific and Europe. She has received multiple awards throughout her career, to include the Decoration for Exceptional Civilian Service, the highest Army civilian award for distinguished service.
At the time of her death, Sara was the Professor of Human Resources Management and the Senior Civilian Advisor to the Commandant of the US Army War College. As such, she was the principal advisor to the Commandant and Deputy Commandant on all issues associated with civilian students’ attendance at the Army War College. As a professor at the War College, she also taught military, civilian, and international leaders on the responsibilities of strategic leadership; development and employment of landpower; and educated senior leaders on HR strategic processes and issues from both theoretical and practical perspectives. In recognition of her contributions, she was appointed to the US Army War College distinguished General Brehon Burke Somervell Chair of Management.
No one had a greater impact on the education and professional development of senior Army Civilians than Dr. Morgan. Prior to her time with the War College, she was assigned as the Regional Director, Civilian Human Resources Agency, Pacific Region, Fort Richardson, Alaska. As Regional Director, she exercised personnel management authorities for all major HRM Programs in the Pacific. While serving in Germany, Fort Bragg and six other CONUS installations she excelled in human resource (HR) management positions covering a wide range of functional activities.
Throughout Sara’s impressive career, she was renowned and respected for her management expertise. Most important, she was admired for her caring and supportive demeanor. Those who worked with and knew her, always commented about her willingness to help everyone who entered her office on both personal and professional matters. In daily conversations and interactions, each person became the most important to Sara. She treated each and every member as a VIP guest—with genuine caring and always in a professional manner. Many of those she helped and mentored went on to achieve Senior Executive Service (General Officer equivalent rank) and have kept in touch with her to this day. She made a significant difference in our Army and our Nation.
Sara was a loving wife to her husband Larry Morgan and a proud parent of her daughter Stephanie Morgan, who is a professional engineer with the federal government. Sara also led a very active social life and was a member of numerous organizations and groups. She enjoyed Bible Study, interior decorating and was an avid sports enthusiast.
Surviving are her husband of 44 years, Larry Morgan of Carlisle; one daughter, Stephanie L. Morgan of Phoenix, AZ; two sisters, Dorothy Dudley of California and Mary K. Landrum of Monrovia, CA; two brothers, James Price of St. Louis, MO and Marty Jo Landrum of Los Angeles, CA and numerous nieces and nephews.
Funeral services will be held at 12:00 PM, Monday, March 28, 2011 at the Second Missionary Baptist Church, 2305 East Third Street, Chattanooga, TN with Rev. Paul A. McDaniel and Rev. Robert Chaney officiating. Directly following the services, interment will be at Chattanooga National Cemetery, 1200 Bailey Avenue, Chattanooga, TN. Immediately following the interment, a repast will be held back at the Second Missionary Baptist Church.
Memorial services in the Carlisle area will be held for her family, friends and colleagues from 12:30 PM to 1:30 PM on Tuesday, April 5, 2011 at the US Army War College Memorial Chapel, 452 Mara Circle, Carlisle.
Hoffman-Roth Funeral Home & Crematory, Inc., 219 North Hanover Street, Carlisle is in charge of the funeral arrangements.
